The e-NC Authority is seeking proposals that provide Last Mile solutions to serve rural North Carolina residence and business subscribers in the four counties with connectivity levels below 50%: Jones, Warren, Gates and Greene. Desirable solutions are technology neutral. All proposals must, at a minimum, provide 384 kbps (symmetrical) to the home and 768 kbps (symmetrical) to businesses.

Subject: Audited Corporate Financial Statements
In section 13.4.2 of the RFP it states
'The proposal must provide audited corporate financial statements for the last 2 years.'
If these are not available will it automatically disqualify an application?

Subject: Time in Business
In section 13.4.1 of the RFP it states 'Applicants must have a minimum of five years of operations providing high-speed Internet service.'
Within our organization there are multiple individuals who meet this requirement and our organization has been in business for 4 years. Will this meet the requirements?
Answer to Questions 1 & 2
We must adhere to the requirement as it is written in the RFP. An organization must have been in business for five years in order to be eligible for the funds. And as for the two year’s worth of audited corporate financial statements – those are a requirement for eligibility as well.
